Soldiers and police weren’t trained for this. Outside of the USA, most police are unarmed or rarely fire their guns in anger. Innumerable shots to the torso, arms, or legs will not stop a zombie or even slow it down. It needs to be a headshot. Indications are that hundreds of bullets were used per zombie destroyed in the earliest days of the outbreak. Gunfire also served to alert other zombies to the presence of humans with predictable results. Due to a lack of silenced weapons or sheer unavailability of guns and ammunition, most survivors prefer to use more readily available construction tools on those occasions where putting down a zombie is required. After all, almost every house worldwide has a toolkit with a hammer, wrench, or even a machete; few houses have firearms.
